Position Summary

Athens Regional Library System, Georgia Public Library of the Year 2017, is hiring a Branch Manager for the Franklin County Libraries, with the position becoming available January 1, 2019. The System will hire an enthusiastic, innovative, and flexible individual who proactively searches for opportunities to deliver quality library services that engage the community and exceed expectations. The purpose of this job is to manage the daily operations of the Royston Library and the Lavonia-Carnegie Library and to ensure customer service and satisfaction for library patrons.  The Branch Manager provides direct customer service, supervises staff, oversees projects, attends meetings, handles problems, and performs additional tasks as needed. The schedule for this position requires regular night and weekend work assignments.  This position reports to Athens Regional Library System (ARLS) Assistant Director for Regional Services and Outreach.

Minimum Training and Experience

High school diploma or equivalent, and college degree are required. At least two years’ experience working with the public is required. Library experience is strongly preferred. Or, equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for the position. 

Essential Duties and Responsibilities

The following are normal, but not exclusive or all-inclusive, expectations for this job.  Other duties of a similar nature or level may be required as assigned and job assignments may change in the future, including regular work schedule and night and weekend assignments.

  • Oversees, plans and implements daily library operations and activities for two branch libraries.
  • Keeps ARLS Administration and Assistant Director for Regional Services and Outreach informed concerning library operations.
  • Provides direct customer service to library patrons, assisting with all aspects of library service, including information, readers’ advisory, and computing needs. Supervises all elements of materials circulation, shelving, and shelf-reading.
  • Upholds all library policies, including the Patron Responsibilities and Conduct statement.
  • Monitors and responds to safety and security of library patrons and campuses; directly addresses and handles problems, incidents, and situations with patrons and security, according to established procedures; expedites satisfactory resolutions. Oversees regular library campuses and facilities cleaning and grounds-keeping; responds to and resolves inquiries regarding complaints, safety issues, and facility concerns.
  • Serves as communication liaison by conveying messages between Franklin County Library Board of Trustees members and Regional Library administration; attends Board meetings and reports on library activities; maintains local file of Board minutes and information.
  • Maintains a positive relationship with local elected officials, local schools, civic groups, and the community; participates in community organizations; promotes Franklin County Libraries’ image and programs to the community.
  • Serves as liaison with the Libraries’ Friends organizations, assisting in the planning and staging of special events and fundraising activities that benefit the libraries.
  • Oversees and/or develops, coordinates, and implements, public program presentations for all ages at the library, examples include children’s story times, computer training classes, and civic and cultural events.
  • Maintains and submits required reports; works with ARLS team to ensure efficient delivery of services.
  • Monitors computer equipment and network accessibility; supervises reporting of problems to the ARLS Technology Team and works to resolve problems.
  • Oversees library supplies and required inventories of equipment and resources.
  • Oversees recruitment, training, and work of library volunteers.
  • Works with ARLS resource/collection development team to ensure branch materials collection meets patrons’ needs; makes recommendations for titles and subjects; if trained and certified, may serve as member of resource/collection development team and make selection and weeding decisions. Assists with local materials reconsideration requests according to established procedures.
  • Works with ARLS Public Information Office and Web Master, and within established guidelines, to update local library web page, informational brochures, and other promotional materials.
  • Assists in implementing long-range strategic plan for Franklin County Libraries services.
  • Assists in grant seeking and implementation to support library activities and service improvements.
  • Meets System expectation to participate in at least two approved off-site outreach programs each year.
  • Meets System expectation to complete at least 10 hours of approved work-related training activities during each year of employment.

Supervisory Responsibilities

    • Supervises and trains Franklin County Libraries staff and volunteers to ensure ongoing service and compliance with policies and procedures.
    • Plans and maintains daily and monthly staff schedules; submits timesheets; approves leave.
    • Prioritizes and assigns work.
    • Keeps staff informed concerning ARLS and branch library policies, procedures, and news.
    • Oversees recruitment, training, and work of library volunteers.
    • Maintains and oversees orientation and ongoing staff training.

  • In collaboration with ARLS Assistant Director for Regional Services and Outreach:

    • Screens applications for library positions, schedules interviews, assists in conducting personnel interviews, and makes hiring recommendations.
    • Conducts performance evaluations for assigned staff and makes disciplinary and termination recommendations.

  • Skill in managing staff, including setting priorities, developing and implementing efficient procedures, maintaining standards, and addressing problems.
  • Skill in program planning and implementation, including public speaking and program presentation techniques appropriate to targeted audiences.
  • Ability to assemble information and submit accurate, clear, and timely reports and documents.
  • Knowledge of Franklin County governments and their relationships and functions.
  • Ability to keep abreast of changes in policy, methods, operations, budget, and equipment needs.
  • Knowledge of basic budgeting principles; ability to follow budget guidelines and to maintain basic financial reports.
  • Personal computer proficiency, thorough understanding of automated integrated library systems, and ability to adapt to new technologies.
  • Knowledge of popular authors, genres, and trends in juvenile, young adult, and adult publishing; skill in providing reading advice and reference assistance for patrons.
  • Thorough knowledge of all normal and emergency building procedures.
  • Basic knowledge of educational principles and the role of libraries and information in education.
  • Knowledge of basic office principles and skill in performing office work, including ability to collect cash money and make correct change mentally.
  • Ability to maintain regular, predictable, and punctual attendance.
  • Physical ability to regularly operate a variety of 21st century library machinery and equipment; must be able move or carry objects or materials, push loaded book carts, and to lift and place materials above head.  Must be able to exert up to 30 pounds of force occasionally, and/or up to 10 pounds force frequently. Physical demand requirements are at levels of those of Light Work.
